This delegation is made up of five operational commanders from the State Preventive Police, five municipal police commanders, five operational officers from the State Preventive Police, and five members of the Investigative Police of the State Attorney General’s Office (FGJEZ).
This contingent is led by Rafael Lomelí Martínez, Undersecretary of Prevention and Social Reintegration of the Ministry of Public Security (SSP), and will serve as instructors to train new leaders, thus strengthening the training of more officers to continue delivering Results with Safety in Zacatecas.
As part of the strategy for institutional strengthening and professionalization of security forces, Governor David Monreal Ávila, through the Secretariat of Public Security (SSP) and the Citizenship Foundation, is promoting this Police Training Internship in Spain, as part of his commitment to providing police forces with better tools and knowledge under the priority of professionalizing public security.
During their internship, the police officers will receive specialized training in human rights, police proximity, victim assistance, police humanism, conflict resolution, gender perspective, violence prevention, international legislation, and European best practices.
They will also participate in academic and practical sessions with institutions such as the Spanish National Police, the Civil Guard, the Torrejón de Ardoz Air Base, the Toledo Infantry Academy, and universities in the Community of Madrid and Extremadura. They will also hold meetings with legislative bodies such as the Senate and the Congress of Deputies.
The program includes guided tours of historical and cultural sites, which will allow for academic and cultural enrichment for participants. They will return to Zacatecas with knowledge applicable to the local context and an international perspective on public security.
With this initiative, Zacatecas reaffirms its commitment to continue advancing peacebuilding and social well-being, strengthening the training of its security forces, and promoting the efforts being made abroad to consolidate security with a focus on human rights, inclusion, and equity.
