The Durango State Congress and the FECA of UJED formalized an agreement to expand educational opportunities for Legislative Branch employees.
To strengthen the professional development of those who are part of the Legislative Branch, the Durango State Congress and the Faculty of Economics, Accounting and Administration (FECA) of the Juárez University of the State of Durango (UJED) formalized a collaboration agreement that will allow Congress employees to pursue postgraduate studies.
During the signing ceremony, the president of the Board of Government and Political Coordination, Ernesto Alanís Herrera, highlighted the willingness and openness of FECA and UJED to build this partnership, which represents an opportunity to improve the professional skills of those who perform duties within the Legislative Branch.
He noted that the quality of an institution is also built through the preparation of its human resources. Therefore, promoting training and academic development among Congress personnel means strengthening the tools used to fulfill public responsibilities.
He recognized FECA—his alma mater—as an institution with academic quality, a commitment to Durango, and a constant willingness to connect knowledge with the needs of society.
FECA strengthens its academic offerings
During the meeting, it was highlighted that the Faculty is entering a new stage with master’s degree programs offered in a hybrid format, in addition to having an important research network and international academic exchange projects, including the presentation of work in Colombia.
Currently, FECA’s academic offerings include areas such as public administration, business, and auditing, knowledge that represents a valuable contribution to the training of Congress employees, particularly those involved in tasks related to the analysis, discussion, and development of public policies, its director explained.
The Faculty’s international profile was also highlighted. It will soon receive recognition for its work as a host of academic activities involving 70 universities from 20 countries, in addition to offering language instruction such as German, with Russian and Korean soon to be added.
Another distinctive feature of FECA is its pioneering role in degree-awarding processes through certifications endorsed by the Secretariat of Public Education, equivalent to a professional degree. This reflects its ongoing search for new alternatives for academic training and accreditation.
In this regard, FECA director Jesús Guillermo Sotelo Asef emphasized that the agreement also benefits the Faculty itself by expanding opportunities for institutional collaboration and creating new possibilities for its students and academic projects.
Congress seeks to strengthen its technical capabilities
Meanwhile, David Enríquez Díaz, secretary general of the State Congress, highlighted the creation of the Congress Public Finance Studies Unit, which will strengthen the technical capabilities of the Legislative Branch.
He explained that the Unit is responsible, among other things, for conducting budgetary impact assessments, a fundamental tool for analyzing the financial feasibility of initiatives presented before Congress.
He stressed that public resources must be protected and that legislative work increasingly requires stronger technical elements to support proposals. Specialized training therefore contributes to improving the quality of decision-making.
He also emphasized the importance of advancing legislative evaluation as a tool for determining the results of approved laws and objectively assessing their impact on society.
The agreement thus represents a meeting point between FECA’s academic experience and the institutional responsibility of the Legislative Branch, with the shared objective of developing better professionals and strengthening the capabilities used to build solutions for Durango.
